Abstract. The topic of this scientific article is relevant, since positive results in the production of agricultural products, raw materials and food can be achieved only in the conditions of scientific and technological development of the agricultural sector of the economy. During the period of intensification of scientific research in the 2000s of the current century, a significant number of works were published in the Russian Federation on the topic of defining the concept of innovative activity in the agroindustrial complex. However, life objectively requires new knowledge in the field of innovation, especially in the context of the development of the agricultural economy in the modern period, taking into account the impact on the Russian agricultural sector of geopolitical and geo-economic factors. This circumstance determines the study of the topic of the scientific article. Scientific novelty lies in the identification of scientific, technical and technological innovations in agriculture and the agro-industrial complex, implemented within the framework of the Federal Scientific and Technical Program for the Development of Agriculture and other projects in the field of innovative development of agricultural production. The purpose of this study is to analyze the directions of the Federal Scientific and Technical Program for the Development of Agriculture, which, in the form of innovations, will be introduced into agricultural production and ensure food security and food independence of the country. The objectives of the study are to reveal the effectiveness of the process management system for the development of innovation activities in agriculture and agro-industrial production. The theoretical significance of this scientific article is characterized by incremental knowledge in the field of agricultural economics. The practical significance lies in the possibility of using the material of this study in the educational process in an agricultural university.
