Abstract. Since ancient times, the earth has been and remains the most important resource for humanity and the state. It has been used and is currently being used for commercial purposes, mining, growing crops, construction and human habitation. With the advent of the first civilizations and the active use of land resources, there was a need for their control and regulation. In ancient Egypt, for example, the soils of the Nile valley were river sediments rich in humus and potassium, which made them fertile and easily cultivated. This contributed to the fact that the tribes inhabiting Egypt switched to agriculture early. The area suitable for agriculture was small, and it could only be increased by carrying out irrigation canals. The annual flooding of the Nile led to the need to restore land plots and determine their areas, which required the compilation and maintenance of a land cadastre. This process was carried out twice a year by special assistants of the pharaoh — taxi drivers. The land cadastre served not only to calculate the tax for the use of the site, but also to establish ownership of it. Currently, the land cadastre acts not only as a tool for accounting and systematization of information about land plots, but also as a means of controlling their use. Rosreestr has revealed a trend indicating that land owners often use them for other purposes. In this regard, together with the Government of the Russian Federation, legislative measures have been developed and implemented aimed at tightening control over the use of land throughout the country. The purpose of these measures is to ensure the most efficient and rational use of the State's land fund. The relevance of my article is to tell real estate owners about the upcoming changes and analyze possible outcomes of these campaigns.
