The purpose of this study is to analyze the organizational and scientific substantiation of the innovative functioning of Russian agriculture in the context of modern socio-economic transformations in the agrarian economy associated with the problems of economic sanctions against the Russian Federation, import substitution in the market of agricultural products, raw materials and food, guaranteed food security in Russia. and the entry of domestic agricultural products into the world agri-food market. Research methods: one of the research methods used a statistical method, which provides data on the seed material of plant crops and data on the selection and seed center "Ural potato"; the sociological method considers forecast scenarios for the development of agriculture in the Russian Federation; the method of analysis and synthesis is presented by the characteristics of the regulatory and legal framework governing relations for the development of scientific and technological progress in agriculture and the agro-industrial complex; the generalization method is used in the conclusions and recommendations for this article.
