The current period of socio-economic development in Russia is characterized by a growing interest in research on regional issues, both from the scientific community and from state authorities. The solution of problems in the regions largely determines the development of the country as a whole, and the scientific justification of management decisions on the choice of the main directions of regional development is becoming increasingly relevant. The level of development of the region and the country as a whole depends on how Federal and regional authorities react to the changing external and internal environment. The relevance of this work is that at the present stage of socio-economic development, regional strategic planning is the most important vector of activity of regional Executive authorities. Effective tools and mechanisms for managing regional development must be integrated into the strategic planning system and presented in the regional development strategy. This is necessary to ensure that the socio-economic development of the regions is achieved at a qualitatively new, higher level that meets modern challenges and conditions.
