Abstract. The article examines the economic mechanisms of the new model of providing state support to livestock enterprises in the Russian Federation, based on mandatory registration of livestock in the "Horriot" component of the FGIS "VetIS". The problem of misuse of budget funds in the absence of verified data on actual livestock is analyzed. Economic incentives for economic entities are considered, including the impossibility of obtaining subsidies in the absence of accounting, compensation of marking costs, as well as regional practice of implementing new rules. Special attention is paid to the analysis of the efficiency of budget funds use, prevention of subsidizing "virtual" livestock and prospects for "whitening" the industry.
